To reveal a possible reason for this efficiency, the article describes a local anti-shoplifting-campaign in the Japanese prefecture of Niigata. Cooperation between the police, schools, school administration and volunteer groups does not always run perfectly smooth, but in comparison to their German counterparts, the actors still cooperate very tightly.
